It was suggested that the verse has a historical background, and expresses the complaint of the medieval inhabitant of England on the wool tax.

Tell me, our little lamb,
How much wool will you give us?
Do not cut me yet.
I will give the wool three sacks:
One bag - the Boss,
Another bag - the Mistress,
And the third - to children small
On warm sweatshirts.
